Who are we looking for?
We are seeking a Cost Engineer to join our Assets Maintenance Solutions Department
(AMSD) within our Global Manufacturing Excellence Organization.
AMSD is responsible for providing maintenance technical consultations, towards
best-in-class maintenance organization through conducting selective maintenance
assessment, turnaround assurance and deploying cutting-edge technologies and best
practice across Global Manufacturing portfolio.
Your primary role will be to carry out cost engineering functions related to
maintenance and turnaround in the Oil & Gas downstream sector (refineries /
petrochemicals).
Key Responsibilities
Assist in establishing estimating standards and strategies for maintenance work
and turnaround in order to optimize cost and reduce risks.
Review bottom up estimate for yearly budget for maintenance.
Review bottom up estimate for planned turnaround.
Assist in establishing guidelines for yearly budgeting for maintenance and
turnaround.
Coordinate and work closely with Maintenance Engineer / Turnaround Engineer to
prepare / review / finalize initial yearly maintenance budget and turnaround
budget.
Coordinate and work closely with Maintenance Engineer / Turnaround Engineer to
review / finalize mid-year and Year-end budget.
Carryout spending analysis and find out areas of improvement for cost savings and
improvement.
Carryout replacement vs maintenance cost of assets.
Coordinate and work closely with Maintenance Engineer / Turnaround Engineer /
Contract Advisor to estimate contract cost in proposal stage.
Coordinate and work closely with Contract Advisor / Contract Engineer to evaluate
price bid from a cost engineering point of view.
Coordinate and work closely with Contract Advisor / Contract Engineer to prepare
and establish cost evaluation criteria.
Assist in preparing, developing and measuring Key Performance Indicators for cost
performance.
Maintain computer records of cost estimating standards and guidelines.
Coordinate and work closely with Maintenance Engineer / Turnaround Engineer to
monitor cost at regular interval and produce periodic cost report.
Minimum Requirements
Bachelor degree in Engineering, preferably in Mechanical, Electrical, Industrial,
Construction, Production or closely related discipline.
+10 years cost engineering experience in maintenance and turnaround.
Experience in cost benchmarking such as Solomon will be an advantage.
Be familiar & experienced with contracting process and cost engineering in
contracting.
Experienced in carrying out bottom up estimate for yearly budget for maintenance
as well as planned turnaround.
Experienced in the use of cost estimating tools and the application of market
conditions and risk management to estimates.
Experienced & knowledge in computer-estimating programs, such as Aspentech CCE
(Capital Cost Estimator), etc. and shall be familiar with estimate databases such
as Richardson or similar is required.
Experienced with SAP system.
Certification in Project Management Professional (PMP), AACE-CCP (American
Association of Cost Engineers Certified Cost Professional) or AACE-CEP (American
Association of Cost Engineers Certified Estimating Professional) will be
preferred.

3. Client Interview:
This interview will happen only if your resume is approved by our client.

resume, decide, and then receive a conditional job offer.

4. Conditional Offer:
A successful interview may result in a conditional offer of employment.
Conditions for employment include but are not limited to medical examinations, and
permission to secure a visa to work and reside in-country.
