OBJECTIVE OF THE OFFICE/DEPARTMENT
This is a requisition for employment at the Pan American Health Organization
(PAHO)/Regional Office of the World Health Organization (WHO)
PAHO Country Offices are responsible for ensuring that the Pan American Health
Organization / World Health Organization (PAHO/WHO) country program of technical
cooperation and its country presence provides adequate support to the national
health development process and, at the same time, enables the country/ies to shape
the subregional, regional and global health agendas. The PAHO/WHO Country Office
is the basic organizational unit for technical cooperation within the country/ies,
drawing on PAHO/WHO resources from all levels and all parts of the Organization.
DESCRIPTION OF DUTIES
Under the general supervision of the Director, Information Technology Services (ITS), and the direct supervision of the Administrator, PANAFTOSA, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
a) Plan, develop, implement and manage information systems, in accordance with the
Organizations rules, regulations, policies, standards, procedures and practices
for information systems and telecommunications operations;
b) Provide Tier 1 IT support and ensure that the Offices day-to-day
infrastructure and telecommunications operations are efficiently and effectively
managed to guarantee a consistent level of customer service;
c) Lead projects for the expansion of information systems (IT) services in the
Office; prepare technical reports of prospective projects including performing
technical cost-benefit analyses in order to propose the best solution to meet the
requirements;
d) Implement, disseminate and enforce the methodology of Systems Development and
Organizational Management in accordance with PAHO IT Enterprise Architecture
Principles; identify projects and conduct feasibility studies of IT to support
compliance with the organization's strategic management systems;
e) Conduct analyses of organizational processes and needs and propose viable
information systems solutions;
f) Coordinate, supervise and verify the optimal performance of the Internet links
of the Office. Monitor compliance with Service Level Agreements (SLAs) offered by
Internet Services Providers (ISPs). Ensure that the Internet Service Provider
provides the contracted bandwidth, evaluate utilization and recommend required
improvements according to the Office needs and following the criteria established
by the Department of Information Technology (ITS).
g) Support the implementation of the PAHO Management Information System (PMIS) and
provide on-going support on an as-needed basis;
h) Provide technical support on development and implementation of virtual
collaboration, and Information Systems, for technical and administrative areas
using the latest information and communication technologies, such as web,
intranet, distant learning, social media, and social networking platforms;
i) Develop and implement business continuity plans for IT, ensure risk mitigation
for all IT projects and services; ensure that all servers connected to the network
are located in one secure location and are under the appropriate internal
controls, including the organization and storage of network documentation,
systems, projects and resources;
j) Ensure a backup plan for all data and information that meets the minimum backup
requirements as established by policy for Representations and Centers and in
accordance with the Organizations standards;
k) Ensure that both hardware and software are properly configured for current and
new network equipment such as network cables, switches, hubs, routers, access
points, servers, printers, desktop PCs etc.;
l) Manage the implementation, maintenance and enhancement of all IT security
measures as per Information Technology Services (ITS) and Information Security
Officer requirements and recommendations;
m) Manage corporate IT equipment (servers, computers, UPS, network equipment,
mobile devices, etc.) and essential software management tools in coordination with
the Information Technology Department (ITS) of the Headquarters Office in
Washington, DC;
n) Ensure the implementation of IT systems or network expansion, as per strategic
expansion/development plans led by ITS, ensure that the device configuration
complies with the standards established by ITS;
o) Manage the licenses being used at the Office, ensuring that all software being
used on the Organizations computers is supported by a current license held by ITS
or locally by the Center;
p) Maintain the inventory of all equipment and software, update the devices as per
ITS guidance; install and configure new equipment under the direction of the ITS
department;
q) Monitor and perform initial assessment and maintenance of the office local
wired and wireless network, telephony and VoIP system, in compliance with
Organizational standards and coordination with the ITS department;
r) Establish, disseminate and enforce systems development methodologies and assume
the Project Manager role for all Information and Communication Technology (ICT)
projects in the Center; ensure that requirements and/or terms of reference for
each project are clearly defined and delivered on, risks are identified and
mitigated and request for proposal (RFP) processes and procedures are carried out
in accordance with the Organizations Procurement Rules and Procedures;
s) Conduct analysis of organizational processes and suggest changes supported by
IT; drive process improvements as applicable;
t) Provide proper access to the Organization's resources according to the
established access and security guidelines;
u) Provide support and monitoring solutions for problems in legacy systems,
telephone systems, printers stations, scanners, and network & communications
equipment, projection equipment and video conferencing;
v) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential:
Certificate of completion of high school. Formal training in information systems
and/or networking.

Experience:
Essential:
Seven years of experience in the application of information processing techniques
with a focus on business process analysis and project management, or five years of
experience in implementation and management of information systems and networking
functions, and one year of college or university level courses towards a declared
major/minor in the area of computer science/information systems or related field,
or three years of experience in implementation and management of information
systems and networking functions, and two years of college or university level
courses towards a declared major/minor in the area of computer science/information
systems or related field.

allocation to execution and monitoring, ensuring projects are delivered on time

combine on-premises infrastructure with cloud services, including systems'

vulnerability management. Experienced in developing and implementing backup
strategies, as well as formulating and testing disaster recovery plans to ensure

knowledge of procedures for complex installation and maintenance of hardware and
software, network configuration and Cisco telephony and collaboration systems.
Thorough knowledge of concepts, techniques, and methods of configuring,
implementing, and maintaining local and wide area data and voice networks,
connectivity and interoperability.
Knowledge of Microsoft Office systems and methods of configuring and maintaining
Office and ADS systems;
Skill in managing software tool based on ITIL, control and monitoring of network
services and technical support demands, infrastructure management, knowledge base
and electronic control of assets;
Strong communication skills including ability to explain IT technical concepts to
non-IT personnel;

Languages:
Very good knowledge of Portuguese and a working knowledge of English.
IT Skills:
Demonstrated ability to effectively use a computer and utilize software such as
Windows, Microsoft Office Word, Excel, PowerPoint, SharePoint Outlook, and Active
Directory. Thorough knowledge of Windows operating systems, Internet Information
Services, Web Services. Knowledge of Collaboration technologies (Web, Video,
Audio) and Telephony systems, particularly VoIP base. Knowledge of Enterprise
Resource Planning (ERP) systems.
