For moreinformation, visit Procurement Unit The Latin America and Caribbean (LAC)Region Procurement Unit (ELCRU) is part of the Global Governance Practice ofthe Bank which itself belongs to the Banks Prosperity Department. ELCRUis under the authority of an Accredited Procurement Manager (APM) for LAC whodirectly reports to the Prosperity Director for the LAC region, althoughits unit serves all sectors of the Bank in the region. Themission of the procurement unit in LAC (also called PROLAC) is essentiallytwo-fold: (i) supervising all procurement operations carried by Borrowers andtheir implementing agencies in the 33 client-countries of the region and (ii)help Borrowers in their effort to reform their public procurement systems toachieve better value for money. The unit helps also to the dissemination andpromotion of the overall agenda of the Bank, supporting the Bank in itsadvancement of public goods and its fight against poverty and for a sharedprosperity on a livable planet. TheELCRU unit is highly decentralized with staff in all the 6 Country ManagementUnits (CMUs) of the region. ELCRU staff is also present in Washington DC, withthe front office of the Procurement Manager and most of the staff serving theCaribbean. With a total of 35 staff, the ELCRU unit supervises a portfolio ofmore than twenty-five (25) billions of dollars, ranging from infrastructureprojects to vaccines. The procurement team (i) works closelywith clients to support the development of their public procurement systems and(ii) ensures that procurement under Bank-financed projects is conducted inaccordance with loan agreements and fiduciary standards and obligations. Forthat purpose, the procurement team provides services to internal and external Clients and is responsible for procurement-related work concerning projectpreparation, implementation support and project supervision. The team is alsoresponsible for providing procurement input to Economic and Sector Work analysisand diagnostics. The Senior Procurement Specialist will be a member ofthe team that provides services to the CMU covering Brazil (LCC5), and to thevarious Global Practices which finance investment, development policy and Program-for-Results operations in Brazil. TheSenior Procurement Specialist will be workingunder the oversight and guidance of the World Banks Procurement PracticeManager (APM) for the Region, in close collaboration with the Procurement Coordinator for Brazil to whom the Practice Manager (APM) delegates coordination responsibilities for the CMU. Scope of Work " Provide technical fiduciary advice on procurement activities and engage inpolicy dialogue on procurement with client countries. " Supportclient countries in achieving value for money (VFM) in public procurement toenhance service delivery and development outcomes with integrity. " Understandrelevant procurement markets using analytics and approaches to define moreeffective procurement. "Participates in missions and plays a key role in developing practicalapproaches to procurement while simultaneously dealing with difficult policyand operational issues. " Preparesand/or comments on draft operational directives and policy papers; producesmajor/complex reports. " Developsrelationships with government (federal, state and local) senior officials toadvance policy dialogue in procurement. " Transformspolicy dialogue into concrete proposals that enhance and strengthen countriesnational procurement system. " Plays a significantrole within the function in guiding/mentoring lower level staff, consultantsand other stakeholders. " Developsand executes training modules on complex sector related procurement topics. Selection Criteria " Master's Degree or equivalent qualification relevant tothis position. " Minimum of 8 years relevant experience in publicprocurement and procurement under Multilateral Development Banks with theBorrowers. Proven knowledge of public procurement principles, systems, process and planning, legal frameworks and institutions and approaches to international procurement. " Ability to independently provide well researchedanalyses of complex procurement issues and problems. " Knowledge and specialized command of all major facetsof Bank procurement policies and practices as applied across a wide range ofBank lending operations at all phases of the project cycle, and ability toaddress broader issues at sector/country level. " Good understanding of critical linkages and relationshipsamong clients' business drivers, business operations and objectives andProcurement processes. " Ability to deal sensitively in a country-specific andmulti-cultural environment and build effective working relations with clientsand colleagues. "Languages: Portuguese required / Fluency in English. " Prior Experience working in South America and in Brazil is an asset.
